Eugene loves to dance. He loves it so much he'll dance to any noise in the city, whether it be a car horn or a jackhammer. He wishes he could get everyone else to dance along with him, but no one else seems to care. When an evening snow begins to fall, Eugene discovers the magic ingredient that will put everyone in a mood to frolic.
