JACK KOTEEN is a strategic management consultant and trainer who was formerly a member of the faculty at the University of Maryland and at the Graduate School of the U.S. Department of Agriculture. Mr. Koteen was also Director of the Office of Development Administration in the U.S. Department of State, and has been a consultant for the Agency for International Development.
