Recent years have witnessed a revolution in the way economies work. The world has moved away from centralized governments and economies, toward decentralized governments and market-driven economies. LYONS is Associate Professor of Urban Policy and Management at the University of Louisville. Together, they authored Creating an Economic Development Action Plan (Praeger, 1990).
