In the state of most mafia presence, New York, a new form of organized crime known as districts comes about. Each district individually has a soul purpose, and together they form one unstoppable alliance. These districts are eventually passed down to the sons of these original heads, except for Raymond Santino's district. Raymond doesn't know if his two sons, Leonardo and Noah, can take on such a business. However, Leo and Noah don't take no for an answer and fight for the position.
