Dr. Fisher was the first eye surgeon in Florida to perform femtosecond laser-assisted cataract surgery; he's also skilled in advanced custom LASIK. Paul E. Garland, M.D., is an ophthalmologist in private practice at The Eye Center of North Florida, in Panama City. Board-certified in ophthalmology, Dr. Garland specializes in state-of-the-art cataract surgery, performing more than a thousand surgeries annually.
