This is the first comprehensive analysis of the often divergent history between Serbia and Montenegro in the tumultuous period between 1988 and 2020. Utilising both primary and secondary sources, many previously unpublished in English, this book provides a detailed examination of the bilateral relationship between Serbia and Montenegro over the last two decades and explores the historical, political and social dynamics that underpin it covering in-depth the key historical events for the two states in the process. Duality and Divergence in Serbia and Montenegro, 1988-2020 considers the role of the pivotal figures that have dominated the politics of the two countries since the fall of Slobodan Miloevic, including Milo Djukanovic, Vojislav Kotunica, Zoran Djindjic, Boris Tadic and Aleksander Vucic. At the same time, it offers a broader overview of the internal political developments in both countries, their interactions and the forging of their own distinct, and ultimately divergent, foreign policies. Kenneth Morrison and Vesko Garcevic also explore the dealings that Serbia and Montenegro have had and continue to have with numerous global actors, such as the EU, the US, China, Russia and Turkey, thereby making this a highly relevant study for those interested in global power politics, as well as contemporary political dynamics in the Western Balkans.

Author Bio

Kenneth Morrison is Professor of Modern Southeast European History at De Montfort University, UK. He is the author of Montenegro: A Modern History (2009), Sarajevos Holiday Inn: On the Frontline of Politics and War (2016) and, with Elizabeth Roberts, The Sandak: A History (2013). He has written extensively on the modern history of the Balkans. He has published numerous scholarly articles in edited books and journals and he has written for the BBC, the Guardian, Balkan Insight, New Eastern Europe, IHS Global, Janes Intelligence Review, Janes Intelligence Digest and the Economist Intelligence Unit. He has been an external advisor to the UK Foreign and Commonwealth Office (FCO) and was, in 2017, appointed Specialist Adviser on Balkan politics for the House of Lords International Relations Select Committee. Vesko Garcevic is Professor of the Practice of International Relations and Diplomacy at the Frederick S. Pardee School of Global Studies, Boston University, USA. He has extensive experience in working within international organisations as an ambassador. He is the former Montenegrin Ambassador to NATO in Brussels and to the Organisation for Security and Cooperation (OSCE) in Vienna. He has testified before the US Congress and the European Parliament about Russian involvement in the Balkans and is a regular contributor to Balkan Insight. Garcevic has cooperated within the United Nations Development Programme (UNDP) and the National Endowment for Democracy (NED) on several regional projects.
