Richard Frank Kirchner is a retired Philadelphia Police Inspector with 41 years of Law Enforcement experience.

He is a graduate of the FBI National Academy, Temple University with a Master's Degree in Education, and a PhD in Criminal Justice from Sheffield State University.

He is a life member of The Police Chiefs Association of Pennsylvania, New Jersey, and Delaware.
