Dennis W. Nixon is professor of marine affairs and associate dean for research and administration at the Graduate School of Oceanography of the University of Rhode Island, RI. Michael J. Daly is a maritime lawyer in Providence, RI, practicing admiralty, commercial, and insurance litigation. Susan E. Farady directs the Marine Affairs Institute at the Roger Williams University School of Law, Bristol, RI.
