School business officials (SBOs) must, in many respects, serve as all things to all people in their workplaces. This includes having a wealth of knowledge on legal issues ranging from contracts to setting policy to constitutional matters involving the rights of students and teachers. The chapters in this book have been written by a diverse group of individuals with experience as educational leaders in schools and/or who possess significant expertise in school law.

In light of the need to keep SBOs up-to-date on many issues in the ever-changing world of Education Law, this volume is divided into two parts. Charles Russo, J.D., Ed.D., is Panzer Chair in Education and adjunct professor of law at the University of Dayton, Dayton, Ohio. A past-president of the Education Law Association and member of the editorial board of School Business Affairs and the Education Law Reporter, among others, Dr. Russo has written and spoken (in the United States and overseas) extensively on issues involving School Law.
