Interestingly, Cardiff had made no progress nor even shown any commitment to implementing the recommendations of the Hadow Report of 1926. In its development plan it showed no inclination to accelerate the pace of change; councillors on all sides were quiescent, leaving the initiation and development of policy to a Director of Education whose interest seemed to lie solely with the existing grammar schools.
