WALTER L. BALK is Emeritus Professor, Department of Public Administration and Policy, Graduate School of Public Affairs, at the State University of New York, Albany./e He has held various industrial engineering and production management positions with IBM, and now as a consultant he specializes in public administration organization design and behavior. Author of numerous book contributions and articles, Dr. Balk is an authority in the area of public agency productivity. He serves on the editorial board of two journals.
