Countless editorials have addressed the "if", "how", "why", "when" and "who" dimensions of NATO enlargement. These issues will continue to generate debate despite the Madrid summit decisions and will invariably influence legislators in discharging their historic responsibility to provide advice and consent to ratification of the protocols of accession before April 1999. Congressman Solomon's volume should help place these issues in perspective, answer the sceptics of enlargement and provide the missing historical context for the profound geopolitical challenge of European security on the cusp of the 21st century.
"A valuable historical overview of how a major strategic initiative germinated, sprouted, and then transformed the Euro-Atlantic geopolitical space."-Zbigniew Brzezinski Counselor, Center for Strategic and International Studies Former U.S. National Security Advisor
"Gerald Solomon has been a vigorous and tireless leader of NATO enlargement, both inside and outside of Congress, in the United States, and in Europe. His account is a practitioner's perspective by a politician who has brought to Congress a keen understanding of foreign affairs. This is required reading for those who seek better to understand the rationale and history of NATO enlargement."-William V. Roth, Jr. U.S. Senate
"The historical significance of NATO is much greater than any benefit gained by the member states of the alliance. The same could be said of NATO's openness concept--the continuous acceptance of new members that, when realized, is called NATO enlargement. This process has protected the democratic world and is expanding it. I extend my heartiest congratulations to U.S. Congressman Gerald B. Solomon for this record of enlargement's history. His important work contributes to the reinforcement of democracy in the world."-Vytautas Landsbergis Chairman of the Parliament, Republic of Lithuania
"The book will be useful for researchers on NATO....[I]t could be used effectively in an undergraduate course on NATO or U.S. foreign policy."-Perspectives on Political Science
[Solomon's] book is valuable in tracing the institutional development of NATO-related organizations such as the North Atlantic Cooperation Council. Solomon (R-NY) shows how support for expansion took root and explains that the Partnership for Peace was a formative force, as was the enlargement study, intensified dialogue, and conferences from Paris to Madrid.-Choice
Solomon draws his research data from a wide range of sources, with extensive and well-chosen quotes frequently used to document individual phases of the debate....Solomon's book reflects his long-term involvement with the NATO enlargement process, of which he has been a great supporter, and offers us useful insight into that process. His clear narrative line is supported by the wealth of quotes, thus bringing the events to life. The NATO Enlargement Debate is a much-needed historical compendium on the NATO enlargement debate and its impact on European security.-NSSQ
