Author Bio

Carnes Lord is Professor of Strategic Leadership at the US Naval War College and director of the Naval War College Press. A political scientist with interests in international relations, security studies, and the history of political philosophy, he served in the White House under presidents Ronald Reagan and George H. W. Bush. He is the author among other works of The Presidency and the Management of National Security and Proconsuls: Delegated Political-Military Leadership from Rome to America Today.
