EITELBERG is a nationally recognized authority on military manpower policy./e He is currently Associate Professor of Public Administration at the Naval Postgradudate School in Monterey, California. Dr. Eitelberg is the author and co-author of several dozen publications, and his work is widely cited in the defense literature. MEHAY is Professor of Economics in the Department of Administrative Sciences, Naval Postgraduate School./e Dr. Mehay has published over 20 journal articles and two books.
